While attempting to install Windows 7 Ultimate on my Latitude D610 via a Rufus-prepared thumbdrive, I found that Windows would give me the message "Setup was unable to create a new system partition or locate an existing system partition." when I attempted to start installation. I had already tried diskpart clean and rebuilding the partitions on a separate computer. Ultimately, what worked was I had to run diskpart, clean the drive, reboot, return to the partitioning screen in the installation, unplug the thumbdrive, create the target partition for installation, attempt to continue (it'll throw an error), plug the thumbdrive back in using a different port, and mash the continue button until it works.
It's not the most technical method, but hey, it works.
